we all loved cal and miss cal desperately. there's no one quite like him but the good news is that he had an incredible amount of energy and enthusiasm to solve problems collaboratively and innovatively and that goes with me every day on what cal taught us and thank you. i know many of us are super sad. cal was one the one to turn that sadness into something positive. let's implement cal's vision. thank you. [applause] just real briefly, cal was actually my first point of contact as far as i can remember for the department before i even knew what the department was environment did. like a lot of speakers, when i looked at him i was trying to figure him out. i had no idea who this guy was and what he wanted from me. i spoke to instinct in policy makeing and politics that too often we give into sinicism and suspecting people's motivations. he truly was an incredible human being. i remember the last phone call i had with him he seemed to be in such good spirits and it was as if he would be back to work the next week. i miss him a lot and i think of him frequently and i just want to say thank you to his family for sharing him with us. member does not need to submit an application for cal fresh. they just need to wait until their annual recertification comes around, and then, the county will automatically add them to the caseload, so, you know, just want to make that point. and also, that once we do add the member to the caseload, there's a very small chance that benefits may decrease. so i guess -- there was another slide prior to this. i guess it didn't make it on, but there are other slides called the s.n.b. and t.n.b. which may offset any decrease that may happen to the caseload figure. so if their allotment goes down for whatever reason, then f.n.b. and t.n.b. will kick in and bring them back up to their original benefit amount. i hope that makes sense. so this slide here just shows a little bit of the media coverage around the expansion of the s.s.i.-s.s.d. recipients. kc-26 as well as kcbs radio. a lot of good press out there about this positive change. community outreach. okay. so -- so this gives you a calendar sort of of event that we've taken on -- sorry. let's get

but did cal fire miss something? surveillance video from this winery across from where the fire started on the night of october 8th, 2017. those tanks you see in the surveillance video belong to ben nit lane winery. as the wind picks up there is a flash. here it is again enhanced and in slow motion. >> what you see in the video is an arch flash. >> reporter: a mechanical engineer says high voltage lines touched something or when fuses blow. >> so it's identical to lightening. it's a small piece of lightening. >> reporter: the pole that's closest to the flash of that ark is here. you can see it's charred on one side. within minutes of the flash, fire starts to consume the property across from the winery, owned by ann zink. cal fire reports that fuses did blow that night at 9:20, the same time as the flash. it plunged 20 homes into darkness, including the property cal fire blames for sparking the fire. but fuses on the pole did not blow, which makes him wonder how the fire could possibly have started on the zink proper

medi-cal shortfall is the difference between medicare -- medi-cal -- the medi-cal reimbursement rate and the somewhat fictitious fees that the hospital largely carries. it's not a statistic i usually like to look to, because it overinflates what may be the charitable giving of hospitals. in this case it's very striking, where other hospitals have, in fact, seen a rise in the medi-cal shortfall, which means they're providing more services, they're spending more money in effect as they see it on their balance sheet on medi-cal and poor recipients. and most people that are on long-term sub-acute care are on medi-cal. that is just striking. cpmc is not doing its fair share. there's a real question whether, in fact, acting in good faith, despite the things that it did do largely due to the pressure that was applied by the board of supervisors in san francisco. now it has to be called to task. it does -- there's no legal document that's going to require them to do it. unless there's new legislation that's somewhat difficult, but not impossible for san francisco to pass. but it is important
